Gentlemen,
We have now had an opportunity of further conferring with Mr A.J. Barry and beg to report as follows:
Mr A.J. Barry, in addition to having visited the works unofficially in the beginning of November, went specially to Hong Kong at our request on December 13th and remained there some sixteen days, during which time he thoroughly inspected the whole railway in detail and closely studied Mr Eves' general scheme of organisation for the construction of the undertaking.
He was unfortunately unable to see the Governor on either occasion as the Governor was unable to see anyone or deal with any business. He, however, had the advantage of a short conference with His Excellency on January 19th on the occasion of His Excellency's passing through Singapore on his return journey to Hong Kong.
On the Governor's departure from Hong Kong, the Colonial Secretary, the Honourable H.F. May, was appointed as Officer administering the Government, and Mr A.J. Barry had a long preliminary conversation with him and the Director of Public Works, the Honourable H. Chatham, and saw them on other occasions.
The Governor had left behind a precis of the various points in connection with the method of construction
